Susan M. Taylor is the Deputy Chief Procurement Officer for the Veterans Health Administration, Department of Veterans Affairs. In this role she has responsibility for the operational execution, oversight, compliance, direction and support of all acquisition organizations within VHA. She oversees all activities associated with contracting and acquisition and implementation of VA acquisition policy, and assists in development of that policy. She oversees and directs activities of the subordinate Service Area Offices in the Eastern, Central and Western regions with over 2700 employees, including 800 contracting officers awarding approximately $15 billion annually.
Ms. Taylor is passionate about the acquisition profession maintaining her DAWIA Level III Certification in Contracting and DAWIA Level I certification in Program Management. She has held an Unlimited Contracting Officer Warrant. Her efforts to champion and improve the profession are expressed through her service on a variety of working groups and professional organizations including: The Chief Acquisition Officers Council; COR Functional Advisory Board; OFPP’s Human Capital Working Group for the Acquisition Workforce; Chair of the Small Agency Procurement Council; and the Board of Executive Women in Government.
Prior to joining VHA P&LO Ms. Taylor served as Director, Procurement Department, at the Pension Benefit Guaranty Corp. Other positions include: Associate Director, Army Contracting Center of Excellence; and Director of Contracts at Ginnie Mae.
She earned her B.A. Degree from St. Mary’s College, Notre Dame, Indiana, and her MBA Degree in Management from the New York Institute of Technology, New York, and was inducted into the National Honor Society in Business.
