VA’s Enhanced-Use Lease (EUL) program allows VA to manage underutilized property through leasing arrangements with state or local governments or private sector organizations. Title 38, U.S.C. Section 8161-8169, Enhanced-Use Leases (EULs) of Real Property, authorizes VA to lease real property under VA’s control or jurisdiction to other public and private entities on a long-term basis (up to 75 years for most properties) only for the provision of supportive housing.
The majority of VA EUL projects serve to provide safe, affordable housing for Veterans and their families. The properties are leased to development entities that finance, design, develop, construct, operate and maintain the property. The entity assumes all financial obligations and risks associated with the development. These developers (lessees) utilize various sources of financing, including tax credits for low-income housing, grants, private and commercial loans, and public issue bonds. Under some EULs governed under previous authority, VA leases back space or services under favorable terms or at reduced costs.
The EUL Program benefits Veterans
- Access to an expanded range of services: including housing, job training, and mental health counseling
- Non-quantifiable benefits, such as, increased access to health care, improved satisfaction and quality of life for Veterans and their families, improved relations with the community, and other socio-economic benefits
