Health Net Federal Services Contract Close Out
The Department of Veterans Affairs (VA) contract with Health Net Federal Services (HNFS), a third party administrator for the Veterans Choice Program (VCP) and the Patient-Centered Community Care (PC3) network, expired on September 30, 2018. HNFS administered the eastern region of VA’s contracted network and performed certain administrative tasks on behalf of VA.
When the contract with HNFS ended, VA took over all activity previously performed by HNFS. VA is working with Veterans, community providers, and VA staff to transition care as seamlessly as possible. The end of the VA contract with HNFS does not affect the VA contract with TriWest Healthcare Alliance (TriWest) who administers the western region of the VCP and PC3 networks.
Providers who would like more information about the Health Net close out and how it may affect claims with HNFS, please see HNFS Contract Closeout–Provider Frequently Asked Questions. If you have specific questions, please call the Health Net provider service line or visit the Health Net Provider News and Updates on the HFNS website.

VA MISSION Act and New Veterans Community Care Program
The VA MISSION Act will consolidate VA’s community care programs into a new Veterans Community Care Program. This new program will strengthen VA by merging the Department’s tangled web of competing and confusing community care programs, including the Choice Program, into one system that is easier to navigate for Veterans, VA employees, and community partners. It will help to ensure that Veterans choose VA by getting them the right care at the right time with the right provider. Additionally, unifying funding for the new VA Community Care Program by using discretionary resources will increase transparency and accountability.
For more information about the new Veterans Community Care Program and the next steps going forward, please see the VA MISSION Act and New Veterans Community Care Program fact sheet.
