Mr. Baum is responsible for the leadership, direction and management related to eLearning products and services including product development, project management, digital design/social learning, and technology development in support of VHA goals and objects. The eLearning Division is comprised of eighty-one education professionals who perform work related to the analysis, design, development, implementation and evaluation of education and training products and services, primarily web-based and distance learning, that support VA, VHA and VISN offices.

Mr. Baum has been with the Department for 29 years in various leadership roles. He is a staunch advocate for high reliability, a just culture and building teams through effective leadership principles, behaviors, and actions. He is a graduate of the VA Management Development Program, VHA’s Headquarters Leadership Institute and a graduate of the Office of Personnel Management Federal Executive Institute. He is also a certified Prosci change management practitioner, certified leadership training facilitator and certified performance coach. Mr. Baum is a member of the American College of Healthcare Executives, Member of the Association of Change Management Professionals, Member of the Federal Executive Institute Alumni Association and is an active life member of the Veterans of Foreign Wars Auxiliary.
