Request for FY23 Funds due in UDPaaS
May 5, 2023
The
SSVF Program Office has published an extension activity for completion. SSVF
grantees spending FY23 funding past September 30, 2023, are expected to
complete the activity. This will extend utilization of these funds up to
December 31, 2023. All grantees are required to request this
extension via UDPaaS,
to ensure utilization of FY23 funding.
Please go into UDPaaS,
locate the activity under “My SSVF Tasks” and indicate “Yes” on the request to
extend FY23 spending. This task is due no later than May 5, 2023. Please reach out
to your Regional Coordinator if you have any questions.
NEW: Supplemental NOFA Communities
Monthly Report Due in UDPaaS May 1, 2023
All grant recipients of the FY22 Supplemental
NOFA funds are required to complete a monthly report activity in UDPaaS. The February data report is due May 1, 2023, and
should include any data from February 1, 2023, through February 28, 2023. If
you have any questions regarding this report, please reach out to your Regional
Coordinator for assistance.
REMINDER: SSVF
Homelessness Prevention Tracking Changes
As described in the SSVF
Special Program Update sent on April 13, 2023, due to different budget and
spending timelines and the shift from prioritizing 60% of TFA towards Veteran
families experiencing literal homelessness to prioritizing 60% of household
enrollments towards Veteran families experiencing literal homelessness, the
SSVF Program Office will waive the 60% TFA requirement until October 1, 2023.
Grantees should utilize this time to bring their awards into alignment with
Rapid Rehousing (RRH) Prioritization. Prior to October 1, 2023, the Program
Office will provide further information and/or guidance regarding RRH
Prioritization, including prioritization of enrollments and RRH waiver
requirements for those who will not be exempt under the FY24
regulations.

REMINDER: SSVF Quarter
2 Certification due in UDPaaS April 21, 2023
The SSVF Program Office
is requiring all grantees to complete a Quarterly Certification in UDPaaS. This process is defined in your signed
Memorandum of Agreement for your grant and is a requirement of all
grantees. The Quarter 2 (January 1-March 31) Certification is now
available in UDPaaS for completion. Please
ensure accuracy of submission as the Program Office will compare all data
provided through Repository uploads from Quarter 2 of FY23. The

The SSVF Program Office
continues to host monthly SSVF Data Office Hours for SSVF Grantees and their
community partners. Our technical assistance partners with Abt Associates will continue to provide “deep dive”
education and conduct live Q & A about SSVF data requirements. These
Office Hours are a great opportunity for SSVF grantees to grow their data entry
and data quality skills and improve local
processes.

REMINDER:
SSVF Public Health Expiration
On January 30, 2023,
the Biden Administration announced its intent to end the national emergency and
public health emergency declarations on May 11, 2023, related to the COVID-19
pandemic. These emergency declarations have been in place since January 31, 2020, and gave the federal government
flexibility to waive or modify certain requirements in a range of areas,
including SSVF. Additionally, Congress also enacted legislation- including the
Coronavirus Aid, Relief, and Economic Security (CARES) Act, and the American
Rescue Plan Act (ARPA) that provided additional flexibilities tied to one or
more of these emergency declarations, and as such, they too are scheduled to
expire when the emergency period expires.
Furthermore, the
previously provided guidance that grantees would have a 90-day grace period
after the public health emergency has ended was incorrect. VA does not have
authority to provide grace periods, and the public health emergency
flexibilities afforded to SSVF will expire on May 11, 2023.
