NEW: SSVF Quarter 2 Certification due in UDPaaS April 22, 2023 

The SSVF Program Office is requiring all grantees to complete a Quarterly Certification in UDPaaS.  This process is defined in your signed Memorandum of Agreement for your grant and is a requirement of all grantees.  The Quarter 2 (January 1-March 31) Certification is now available in UDPaaS for completion.  Please ensure accuracy of submission as the Program Office will compare all data provided to HMIS uploads during Quarter 2 of FY23.  The Companion Guide to completing the certification is available here Quarterly Cert Companion Guide.  

 

 

REMINDER: Fiscal Management 

Grantees will spend FY22 funding by March 31, 2023 (unless on approved extension by your Regional Coordinator). You will then draw down ALL SSVF expenses from your PMS account ending in HL (i.e. 20ZZ-ZZ-ZZZ-HL). This can include line items such as, TFA, personnel, Health Care Navigation, Legal Services, etc.  Grantees may also choose to utilize these funds for new expanded services such as landlord and tenant incentives. Please coordinate with your fiscal team to ensure they are aware and following this updated guidance.   

 

ARP funds must be spent by September 30, 2023, no extensions will be granted.  FY22/ARP approved budgets will remain in place with variance explained at End of Year Closeout. Grantees will draw down FY22 and ARP funds to zero and then FY23 awards will be activated.    

 

NOTE:  The exceptions to this are Shallow Subsidy and Supplemental NOFA expenses.  

 

 

REMINDER: Office Hours – CY 2023 Homelessness Goals: April 6, 2023  

The first Calendar Year (CY) 2023 Homelessness Goals Office Hours call will be on Thursday, April 6, 2023. This call will provide an overview of the technical specifications for this year’s goals.  

These calls are held at 3:00 p.m. Eastern / 12:00 p.m. Pacific.  

This call series is intended to provide broad technical assistance and support, so SSVF grantees are strongly encouraged to participate.

REMINDER: SSVF Public Health Expiration        

On January 30, 2023, the Biden Administration announced its intent to end the national emergency and public health emergency declarations on May 11, 2023, related to the COVID-19 pandemic. These emergency declarations have been in place since January 31, 2020, and gave the federal government flexibility to waive or modify certain requirements in a range of areas, including SSVF. Additionally, Congress also enacted legislation- including the Coronavirus Aid, Relief, and Economic Security (CARES) Act, and the American Rescue Plan Act (ARPA) that provided additional flexibilities tied to one or more of these emergency declarations, and as such, they too are scheduled to expire when the emergency period expires.      

    

Furthermore, the previously provided guidance that grantees would have a 90-day grace period after the public health emergency has ended was incorrect. VA does not have authority to provide grace periods, and the public health emergency flexibilities afforded to SSVF will expire on May 11, 2023.
