Change Request Available May 1, 2023-June 1, 2023
This SSVF Program
Change request is being published by the SSVF Program Office from May 1- June
1, 2023
so grantees may align their FY23 approved budgets to the program concept and
changes made while operating under their approved and condensed FY22 and ARP
budget cycles. In addition, grantees may request anticipated changes for
operating year FY24 (if awarded), as you may be using FY23 funds at least for
part of the first quarter of FY24.
All requests for program
changes must be submitted to the SSVF Program Office by the Grantee via the
UDPAAS grants management system. The Program Change request can be found in the
Grant management system (UDPaaS) under the Request
Activity Tab of your FY23 grant award. Grantees complete a standardized form
for the request and supportive documentation (if required). This Companion Guide provides an
overview of this process and submission deadlines, defines the various types of
program changes, and provides instructions for completing the online form. The
guide can be found on the SSVF Website under the Grant Management section.
All submissions must be entered by June 1, 2023.

REMINDER: SSVF
Extension Request for FY23 Funds due in UDPaaS
May 5, 2023
The
SSVF Program Office has published an extension activity for completion. SSVF
grantees spending FY23 funding past September 30, 2023, are expected to
complete the activity. This will extend utilization of these funds up to
December 31, 2023. All grantees are required to request this
extension via UDPaaS,
to ensure utilization of FY23 funding.
Please go into UDPaaS,
locate the activity under “My SSVF Tasks” and indicate “Yes” on the request to
extend FY23 spending. This task is due no later than May 5, 2023. Please reach out
to your Regional Coordinator if you have any questions.

include a live demonstration of the updated report, a discussion on how to use
the report to embed equity in system and program design, and a conversation
with a SSVF grantee on using the new report to help improve service delivery
and meet the Homeless Program goals.

REMINDER:
SSVF Public Health Expiration
On January 30, 2023,
the Biden Administration announced its intent to end the national emergency and
public health emergency declarations on May 11, 2023, related to the COVID-19
pandemic. These emergency declarations have been in place since January 31, 2020, and gave the federal government
flexibility to waive or modify certain requirements in a range of areas,
including SSVF. Additionally, Congress also enacted legislation- including the
Coronavirus Aid, Relief, and Economic Security (CARES) Act, and the American
Rescue Plan Act (ARPA) that provided additional flexibilities tied to one or
more of these emergency declarations, and as such, they too are scheduled to
expire when the emergency period expires.
Furthermore, the previously
provided guidance that grantees would have a 90-day grace period after the
public health emergency has ended was incorrect. VA does not have authority to
provide grace periods, and the public health emergency flexibilities
afforded to SSVF will expire on May 11, 2023.
