NEW: Voluntary Return Activity due in UDPaaS 11/23/22.

A mandatory activity has been published in UDPaaS under “My Tasks” titled “SSVF Voluntary Return”, due 11/23/22. You must complete this activity regardless of whether you wish to return funds.

 

The SSVF Program Office is implementing a national strategy to redistribute FY22 funds where needed. We are working to identify grantees who do not anticipate being able to spend their FY 2022 funding by March 31, 2023, and need to make a non-punitive, voluntary return of funds.

 

 

NEW: SSVF FY23 Performance Metrics

Did you know that in FY 2023, VA implemented two SSVF performance metrics?  The attached quick guide provides information on the metrics.  Contact your Regional Coordinator if you have any questions. 

 

This action does NOT impact ARP funds for Health Care Navigation and Legal Services, Shallow Subsidy, or Supplemental NOFA.

 

Grantees are required to review current FY22 spending projections and alert the Program Office of the amount they are able to return in order to complete spending by March 31, 2023.

 

If you are unsure of your current amount drawn down (may not reflect actual spending) from your FY2022 funds, please reach out to your Regional Coordinator.

 

 

REMINDER: SSVF Guidance on Internet Costs

As of November 1, 2022, SSVF Program will categorize internet costs as a utility and charges will follow the utility payment assistance guidelines and restrictions in the SSVF Program Guide (page 93).  All Grantees are required to pursue the Affordable Connectivity Program and any other resources to assist the Veteran household.

REMINDER: All grantee recipients of the FY22 Supplemental NOFA funds are required to complete a monthly report activity in UDPaaS. The October report is due 11/30/22 and should include any data from 10-2/22 through 10/31/22. Reach out to your Regional Coordinator if you have any questions.

 

REMINDER: SSVF NOFA for FY24 Publication

The SSVF Program Office and VA are pleased to announce the newest Notice of Funding Availability (NOFA) published in the Federal Register.  This NOFA for supportive services grants provides funding opportunities to new and existing applicants nationwide.  This NOFA is competitive, and applicants are urged to closely review the NOFA and associated training available on the SSVF website  News and Events.  Please share this information with interested partners.

 

Applicants are required to apply online via SSVF's grants management system,  UDPaaS .  VA will use the application scoring criteria as described in 38 CFR 62.21, 62.22, and 62.24 and 62.25 for renewal applicants.  Awards are for services to begin October 1, 2023.

 

Applications are due no later than February 10, 2023 at 4 pm EST.  Please contact SSVF@va.gov if you have questions.

 

Those SSVF programs with multi-year awards (Priority 1) whose project periods do not end by September 30, 2023 are not required to submit a renewal application this year. However, those grantees are required to submit a Letter of Intent Form (LOI) within the grants management system, UDPaaS, indicating the grantee’s desire to continue program operations in FY 2024.  These multi-year Grantees will receive separate notification from the SSVF Program Office on how to submit confirmation of their intent to continue SSVF operations in the upcoming Fiscal Year.  All grants are eligible to be renewed subject to scoring and availability of funding.  

 

 

REMINDER: Supplemental NOFA – Income Eligibility Expansion and Incentives

Grantees who are not serving Supplemental Notice of Funding Availability (NOFA) Communities but are interested in expanding income eligibility up to 80% Area Median Income, may request an interim program change approval. Please contact your Regional Coordinator for further information.

 

The SSVF Program office would like to remind grantees, the newest TFA allowances for landlord and tenant incentives are restricted to grantees awarded through the recent Supplemental NOFA. These incentives are only allowed to be utilized by awarded grantees within the VAMC catchment area identified within the NOFA.

The SSVF and HUD-VASH program offices will host a joint office hours session to offer emerging considerations and practices for planning and implementation of the SSVF Supplemental Award, and to answer questions from SSVF grantees and HUD-VASH staff. All SSVF grantees and HUD-VASH leads/staff in communities that were funded with the SSVF Supplemental Awards are strongly encouraged to attend.

 

Representatives from SSVF, HUD-VASH and the technical assistance teams will present and answer questions during this office hour.

RESOURCE: SSVF National Webinar Series - Customer Satisfaction FY22 Review: December 8, 2022 at 2:00PM EST

This webinar will provide a review of the FY22 Customer Satisfaction end of year reporting and next steps for each SSVF Grantee to address any areas in need of improvement. The webinar will include a review of results and next steps for grantees to complete a corrective action plan for each underperforming area.
