NEW: SSVF Guidance on Internet Costs

As of November 1, 2022, SSVF will categorize internet costs as a utility and charges will follow the utility payment assistance guidelines and restrictions in the SSVF Program Guide (page 93).  All Grantees are required to pursue the Affordable Connectivity Program and any other resources to assist the Veteran household.

REMINDER: SSVF NOFA for FY24 Publication

The SSVF Program Office and VA are pleased to announce the newest Notice of Funding Availability (NOFA) published in the Federal Register.  This NOFA for supportive services grants provides funding opportunities to new and existing grants nationwide.  This NOFA is competitive, and applicants are urged to closely review the NOFA and associated training available on the SSVF website  News and Events.  Please share this information with interested partners.

 

Applicants are required to apply online via SSVF's grants management system,  UDPaaS .  VA will use the application scoring criteria as described in 38 CFR 62.21, 62.22, and 62.24 and 62.25 for renewal applicants.  Awards are for services to begin October 1, 2023.

 

Applications are due no later than February 10, 2023 at 4 pm EST.  Please contact SSVF@va.gov if you have questions.

 

Those SSVF programs with multi-year awards (Priority 1) whose project periods do not end by September 30, 2023 are not required to submit a renewal application this year. However, those grantees are required to submit a Letter of Intent Form (LOI) within the grants management system, UDPaaS, indicating the grantee’s desire to continue program operations in FY 2024.  These multi-year Grantees will receive separate notification from the SSVF Program Office on how to submit confirmation of their intent to continue SSVF operations in the upcoming Fiscal Year.  All grants are eligible to be renewed subject to scoring and availability of funding.  

 

 

REMINDER: FY23 Resolution and FY23 Budget Revisions due 11/09/2022 

The SSVF Program Office has published the FY23 Resolution and Budget Revisions activities.  All awarded grantees are required to complete these activities in the UDPaaS system.  Instructions for completion are within the UDPaaS system.  Contact your SSVF Regional Coordinator should you have questions.  

 

 

REMINDER: Supplemental NOFA – Income Eligibility Expansion and Incentives

Grantees who are not serving Supplemental Notice of Funding Availability (NOFA) Communities but are interested in expanding income eligibility up to 80% Area Median Income, may request an interim program change approval. Please contact your Regional Coordinator for further information.

 

The SSVF Program office would like to remind grantees, the newest TFA allowances for landlord and tenant incentives are restricted to grantees awarded through the recent Supplemental NOFA. These incentives are only allowed to be utilized by awarded grantees within the VAMC catchment area identified within the NOFA.

 

 

REMINDER: Office Hours Permanent Housing Placement (PHP) National Challenge to House 38,000 Veterans: 2nd and 4th Fridays of the Month

Due to the Thanksgiving Holiday, the next PHP National Challenge to House 38,000 Veterans Office Hours call will be on Thursday, November 10, 2022. This call will provide guidance and recommendations on incorporating Veterans with lived experience into community planning efforts.

As this call series is intended to provide broad technical assistance and support that integrates all VA and community partner programs and services towards accomplishing the goal, SSVF grantees are strongly encouraged to participate. 

 

These calls are held at 3:00 p.m. Eastern / 12:00 p.m. Pacific.

RESOURCE: Notice of Funding Opportunity for Veterans Justice Programs: Legal Services for Homeless Veterans Grants

The Department of Veterans Affairs (VA) – Veterans Justice Programs (VJP) published a Notice of Funding Opportunity (NOFO) for more than $11 million in grants for entities to provide legal services to Veterans experiencing or at risk of homelessness as part of its new Legal Services for Homeless Veterans and Veterans At-Risk for Homelessness Grant Program (LSV-Homeless). The LSV-Homeless grant may be awarded to both public entities and nonprofit private entities. VA will award up to $150,000 in grant funding to up to 75 organizations to provide legal services to eligible Veterans. The grant application period is open now and will close on December 30, 2022. RESOURCE: Notice of Funding Opportunities Grant and Per Diem

On October 27, 2022, VA Grant and Per Diem (GPD) published two grant funding opportunities, now available for review on the GPD website:

·         Funding opportunity one: “Per Diem Only” (PDO) grants that fund transitional supportive housing beds and/or service centers.

·         VA anticipates awarding 350 PDO grants to support approximately 10,500 transitional housing beds and 15 service centers nationwide.

·         PDO grant applications must be received by 4:00 p.m. Eastern on Monday, February 6, 2023.

·         Funding opportunity two: “Transition in Place” (TIP) grants that provide Veterans with apartment-style housing that allows Veterans retain the unit as their permanent housing when they complete the GPD program.

·         VA anticipates awarding approximately 40 TIP grants to support 600 TIP beds nationwide.

·         TIP grant applications must be received by 4:00 p.m. Eastern on Monday, January 30, 2023.
