Grant Applicants

Access to care for Veterans who reside in highly rural areas continues to be an issue across the United States. VA has established Veterans Transportation Program (VTP) to help address the issue of Veterans access to needed care. The VTP generates innovative approaches for Veterans in highly rural areas that typically have longer travel times or difficulty arranging transportation to their VA medical appointments or VA-arranged, non-VA appointments.

Program Purpose:

VA is seeking applicants for grants for the transportation of Veterans in highly rural areas. VTP provides grants to provide Veterans in highly rural areas with transportation services to and from VA medical appointments or VA-approved, non-VA care.

These $50,000 grants will support Veterans’ transportation programs in counties with fewer than seven people per square mile. Many highly rural areas are found in the western and southwestern United States, but at least half of the states have one or more highly rural areas. Interested applicants must apply through www.grants.gov during the period of the Notice of Funding Availability.

Who Can Apply?

Only a Veterans Service Organization (VSO) or a State Veterans Service Agency can apply, according to paragraphs (a)(2)(A)-(B) of section 307 of the 2010 Act.   VSO must be recognized by the Secretary of Veterans Affairs for the representation of Veterans under section 5902 of Title 38, United States Code.

A list of organizations eligible to apply for the grant can be found at Listing of Congressionally chartered and other Veterans Service Organizations.  These organizations are recognized by the VA to prepare, present and prosecute claims under laws administered by the Department of Veterans Affairs, as provided in Section 5902 (formerly Section 3402) of Title 38, United States Code (U.S.C.) and Sub Section 14.628(a) and (c) of 38 C.F.R.

Notice of Funding Opportunity

Applications will not be accepted for Highly Rural Transportation Grants until the Notice of Funding Opportunity is published on grants.gov. Once published, applicants must apply within the specified time period. Funds will be awarded to programs determined to be the most qualified.
