High Tech Medical Equipment

The National Acquisition Center’s High Tech Medical Equipment (HTME) Division consists of two teams Contract Administration and Ordering.  The HTME Contract Administration Team responsibilities include pre-award, award, and post-award tasks pertaining to each contractor’s overarching IDIQ contract.  The HTME Ordering Team issues consolidated solicitations for medical equipment under the overarching IDIQ contracts.  By soliciting VA requirements via the consolidation process, the HTME ordering team is able to maximize VA’s leverage with industry to obtain the lowest possible prices while maintaining quality and technological advantages.  The HTME program also supports clinician-driven best value selections and improves:

  • Utilization of equipment funds through better planning and standardization of processes;
  • Vendor compliance with VHA Health Information Management policies; and
  • Vendor compliance with consistent use of health information standards, technical architectural compliance, data, and terminologies.

Lastly, HTME ensures that all eligible vendors are given a fair opportunity to compete for VA business, as required by the Federal Acquisition Regulation (FAR).

Products Purchased

HTME awards acquisitions for radiation therapy, computerized tomography (CT), magnetic resonance imaging (MRI), physiological monitoring, diagnostic ultrasound upgrades & accessories, x-ray equipment (including computerized radiography and digital radiography), and nuclear medicine, and Digital Imaging Network-Picture Archiving Communication System (DIN-PACS) for Cardiology and Radiology.

Purchasing Thresholds

All HTME purchase request exceeding the local thresholds listed below must be submitted to National Acquisition Center Purchase Request Mailbox no later than the 1st working day of February or May and the last working day of September for consolidated orders.  Emergency Purchase Request must be to the Emergency Request Mailbox no later than the last working day of the month.

Our Vendors

The vendors that participate in the DOD-VA Cost Sharing Program for Radiology Equipment were awarded an Indefinite Delivery Indefinite Quantity (IDIQ) Contract in accordance with Federal Acquisition Regulation Subpart 16.5 and are the only authorized vendors who can compete at the delivery order level.

Our Customers

HTME supports the high-tech medical needs of the VA and other government agencies.  The Defense Logistics Agency — Troop Support in Philadelphia purchases such equipment for its Department of Defense (DoD) customers.  In accordance with VHA Handbook 1660.04, VA-DOD Direct Sharing Agreement, dated October 2, 2008, sharing of medical equipment contracts between VA and DOD is strongly encouraged.
