The Office of Management (OM) enables the Department of Veterans Affairs (VA) to provide a full range of benefits and services to Veterans by providing strategic and operational leadership in budget, asset enterprise management, financial management, financial management business transformation service, actuarial services and business oversight. OM also promotes public confidence in the Department through stewardship and oversight of business activities that are consistent with national policy, law and regulations.

The Assistant Secretary for Management and Chief Financial Officer (CFO) and the Principal Deputy Assistant Secretary for Management and Deputy CFO advise the Secretary of Veterans Affairs on financial stewardship of the Department resources and oversee VA’s budgetary and financial management functions. OM supports VA’s Administrations and Staff Offices through seven major service lines and has several activities and initiatives underway to help improve the Department’s fiscal operations.

Activities

  • OM leads VA budgetary and financial oversight, including budget formulation and execution monitoring and audit readiness.
  • OM oversees VA appropriations and revolving funds to execute financial management activities related to Department-wide programs, initiatives and operations.
  • OM is responsible for managing VA accounting and financial management systems including the new integrated Financial and Acquisition Management System.
  • OM oversees financial services, such as payroll, travel, purchase cards and debt management.
  • OM leads the Department-wide capital asset management and independent business oversight activities, including the development of long-range construction plans, establishing effective internal controls and implementation of financial and capital investment policies and regulations.
