Equal Employment Opportunity (EEO) Complaint Processing

The Office of Resolution Management (ORM) is responsible for providing equal employment opportunity (EEO) complaint processing services within the Department of Veterans Affairs (VA). The Equal Employment Opportunity (EEO) complaint process begins when an employee experiences an incident of discrimination or harassment. It’s crucial to report this incident to the Office of Resolution Management (ORM) within 45 calendar days. ORM is dedicated to helping employees navigate their concerns through a supportive process that includes confidential counseling, mediation, and investigation. Our goal is to ensure that every employee feels heard and supported throughout this process.

We are committed to enforcing all federal EEO laws and regulations to ensure that every VA employee and job applicant has equal opportunities in the workplace.

How to File an EEO Complaint

If you are a current employee, an applicant for employment, or a former employee who believes you have been discriminated against, you can use the EEO discrimination complaint process. Areas of discrimination include the following:

  • Race
  • Color
  • Religion
  • Sex (including pregnancy)
  • National Origin
  • Age (40 years and over)
  • Physical or Mental Disability
  • Retaliation


If you believe you have experienced discrimination, it’s important to take action within 45 calendar days of the incident. You can start the informal complaint process by calling 888-566-3982 or visiting an Office of Resolution Management (ORM) office. Please remember that if you don’t reach out within this 45-calendar day window, you may lose your chance to file a complaint. Throughout the process, your cooperation is essential, as it helps ensure that your case is handled properly.

If you’re not happy with the outcome or how your EEO complaint was processed, you have several options:

  1. You have the right to file an appeal.
  2. You may contact your Regional EEO Officer to express your concerns.
  3. You can take your concerns to the Administrative Judge or the Office of Federal Operations (OFO).
