Field Programs



Field Offices and Staff

VHA OEM field offices are distributed around the country to better serve and support VHA facilities and networks and to improve planning and coordination with local, state and Federal disaster response partners.

          OEM and FEMA Regions
OEM's regions are like FEMA's. OEM combines Regions I, II and III to create OEM's Northeast Region
OEM and FEMA regions are largely similar.  OEM combines Regions I and II to create OEM's Northeast Region

Each regional office is managed by a Regional Emergency Manager and staffed with Area Emergency Managers who provide direct support to facility and network emergency programs, and also develop and maintain local National Disaster Medical System (NDMS) programs. Liaison Area Emergency Managers are assigned to each VISN to provide a single point of contact and to support and coordinate these efforts at the network level.

Assessments Program

This part of the Field Program coordinates and conducts various assessments and surveys of the response capability of VHA facilities and networks. 

  • Emergency Management Capabilities Assessment Program (EMCAP) - Triennial surveys of all VHA facilities and networks to assess CEMP Programs and response readiness. 
  • All Hazards Emergency Cache Inspections -- Annual survey of VA Medical Center All-Hazards Cache Programs.
  • Decontamination Capabilities Readiness Survey (DCRS) -- A self-reporting survey of decontamination capability & readiness.
