Froylan “Froy” Garza assumed the role of Interim Executive Director/CEO for VA Central California Health Care System (VACCHCS) on September 11, 2024.
In this capacity, Mr. Garza will oversee Fresno VA Medical Center and three community-based outpatient clinics in Merced, Oakhurst, and Visalia. He is responsible for the delivery of health care services to more than 31-thousand Veterans, managing a substantial annual budget of $645.8 million dollars, and leading a dedicated team of more than 1,800 employees.
Previously, Mr. Garza was appointed Executive Director/CEO of the El Paso VA Health Care System (EPVHCS) on June 5, 2022. With a FY24 budget of $560 million and 1,500 employees, Mr. Garza oversaw the delivery of health care services for more than 44,000 enrolled Southwest Texas Veterans. In FY23, the EPVHCS recorded almost 384,000 outpatient visits across all sites of care.
Mr. Garza also served as Associate Director at the Miami VA Health Care System, a large and complex 1a facility serving more than 58,000 Veterans in South Florida. His VA Executive service has included positions as Assistant Director, Outpatient Services at VA North Texas Health Care System, and Interim Executive Director/CEO at the Amarillo VA Health Care System.
Mr. Garza’s VA core formative positions began in 2009 at the VA Texas Valley Coastal Bend Health Care System as Public Affairs Officer, Patient Centered Care Coordinator and Strategic Planner/System Redesign Coordinator. He also served as Acting Administrative Officer at McAllen, Harlingen and Corpus Christi VA Outpatient Clinics, Acting Administrative Officer to the Associate Director and Acting Executive Assistant to the Director.
Mr. Garza is a certified Lean Six Sigma Black Belt practitioner. He is a graduate of the 2011 VISN 17 Leadership Development Institute, 2015 VHA Health Care Leadership Development Program and the 2017 Executive Career Development Program. He holds a Bachelor of Arts degree in Political Science and English and a Master of Public Administration from the University of Texas Rio Grande Valley at Edinburg, Texas.
