Andrew T. Garcia was appointed Associate Director for CTVHCS on March 5, 2017.
In this role, he is responsible for managing Finance, Human Resources Management, Medical Administration, Patient Administration, Logistics, VA Police and Security, Public Affairs and Finance, and oversees the Office of Information and Technology Service and the Information Security Officers.
From March 3, 2019, to July 20, 2019, he served as Interim Director for CTVHCS. As Interim Director, Mr. Garcia was responsible for the day-to-day operations of this multi-million dollar health care system. Previously, Mr. Garcia served as the Assistant Director for Operations, where he was responsible for the day-to-day operations at the Olin E. Teague Veterans’ Medical Center in Temple. From November 1, 2011 until his transfer to Central Texas, he served as Acting Assistant Director at the South Texas Veterans Health Care System (STVHCS). In this capacity, he was charged with oversight for an annual budget of approximately $20 million and management responsibility of more than 300 personnel in Environmental Management Service, Police Service, Voluntary Service, Recreation Service, Engineering Service, Facility Planning and Emergency Management. He was also responsible for coordinating with the Office of Information Technology and Veterans Canteen Service on behalf of STVHCS. He also served as the STVHCS’ Chief Financial Officer (CFO) and managed a budget of almost $600 million.
