Acting Deputy Under Secretary for Health for Operations and Management (10N), Veterans Health Administration
Ms. Renee Oshinski serves as the Acting Deputy Under Secretary for Health for Operations and Management for the Department of Veterans Affairs. Ms. Oshinski provides executive leadership and direction for the Office of Patient Centered Care, Office of the Assistant Deputy Under Secretary for Administrative Operations, Office of the Assistant Deputy Under Secretary for Health for Clinical Operations, Office of the Assistant Deputy Under Secretary for Access to Care and 18 Veterans Integrated Service Network Offices.
Renee Oshinski was appointed Network Director of Veterans Integrated Service Network (VISN) 12 on December 11, 2016. In this role, she oversees eight medical centers, 38 outpatient clinics, eight nursing homes, and six domiciliaries, providing health care services to 700,000 Veterans. Illinois facilities include Danville, Hines, Jesse Brown (Chicago), and the James A. Lovell Federal Healthcare Facility in North Chicago. Wisconsin facilities include Madison, Milwaukee and Tomah, and Iron Mountain which services the Upper Peninsula of Michigan. Also included in the network is the Adam Benjamin Jr. Outpatient Clinic in Crown Point, Indiana. Prior to her selection, Ms. Oshinski served as the Deputy Network Director for VISN 12 since 2004. On three separate occasions, she served as Acting Network Director for long-term details in 2005, 2009, and 2014.
Ms. Oshinski was one of the original employees in VISN 12, first serving as the Chief Financial Officer. She began her VA career as a budget analyst at the Ann Arbor (MI) VAMC after working as a Program Evaluator for the Government Accountability Office (GAO) in Washington, DC. She also served a session-long detail to the House Appropriations Committee’s Subcommittee on HUD-Independent Agencies. Throughout her career in the Department of Veterans Affairs, Ms. Oshinski has served on several National Leadership Board committees, including both Information Technology and Business Practices and the Whole Health Committee. Ms. Oshinski serves as the Co-Chair for the VHA National Leadership Council’s Resources Committee.
She received the VHA Financial Employee of the Year award in 2002, presented by the VHA Chief Financial Officer. Outside of work, she is a is active in several community groups committed to furthering the growth of the Performing Arts. She earned a Master of Public Affairs from the University of Texas at Austin, and a Bachelor of Arts in Political Science from Kalamazoo College, Kalamazoo, MI.
