Mr. Randy Kotara was appointed as the Interim Assistant Director at the El Paso VA Health Care System (EPVAHCS) effective January 12, 2025.
In this capacity, he is charged with overall administration of Community Care Services/Care in the Community, Environmental Management Services, Health Administration Services, Health Information Management Services, and Police Services for the EPVAHCS.
Mr. Kotara also served as the Acting Assistant Director, Community Based Outpatient Clinics (CBOCs) for the Amarillo VA Health Care System from September 2024 to January 2025 with direct oversight of the Lubbock VA Outpatient Clinic, Clovis CBOC, Childress CBOC, and Dalhart CBOC.
Mr. Kotara was appointed as the Ambulatory Care Operations Director/Group Practice Manager of the Amarillo VA Health Care System in 2021 where he is responsible for enhancing Access to care for Veterans and improving provider productivity.
In 2022, Mr. Kotara completed a Special Assignment as the Acting Chief of Primary Care. In that position, he implemented a Patient Aligned Care Team (PACT) Reboot with a goal of Open Access to Care for Veterans. Within a 5-month period, four teams achieved same-day access. Presently most PACTs in the Amarillo VA Health Care System have open access with wait times consistently below 20 days.
Mr. Kotara started his VA career in 2008 as a Medical Instrument Technician where he performed Echocardiograms and Vascular Ultrasound. He decided to pursue a career in Health Care Administration to have a more positive impact on Veteran’s healthcare. In 2011, he was appointed as the Community Based Outpatient Clinic (CBOC) Coordinator at the Amarillo VAHCS where he supported healthcare to rural Veterans and facilitated the opening of CBOCs in Childress, Texas (2011) and one in Dalhart, Texas ( 2013). In 2014, he was appointed as the Executive Assistant to the Chief of Staff at the Amarillo VAHCS where he supported the Chief of Staff in the oversight of every clinical service in the Amarillo VAHCS.
Mr. Kotara earned a Bachelor of Science in Nursing from West Texas A&M University and a Master of Science in Healthcare Administration from Texas Tech University. He graduated the VHA Leadership Development Institute in 2012 and since then, he has actively mentored other future VHA leaders. Mr. Kotara was raised on a farm in White Deer, Texas, a highly rural community in the Texas panhandle. He is the proud father of four beautiful daughters and has four grandchildren. His hobbies include fly-fishing, camping, hiking, archery hunting, reading, travel, and art appreciation.
