VA, on a regular basis, reviews grantees monthly and quarterly submissions regarding financial and performance accomplishments. Additionally, VA monitoring procedures and training resources are provided to assist grantees in preparing for program assessments.
In accordance with 38 CFR 62.63, each grantee is subject to a VA monitoring visit. The purpose of the monitoring visit is to ensure the grantee is in compliance with regulations described within 38 CFR part 62. The information on this page provides an overview of the methods used by VA to monitor grantee performance throughout the grant term. VA implements both on-site and remote monitoring. This section includes templates and instructions to assist grantees in preparing for such monitoring visits. Please note that as of October 2018, the SSVF monitoring visits are conducted by the Office of Business Oversight (OBO). As we transtion, please use the former UMP for guidance on preparation.
This comprehensive toolkit will assist SSVF providers in preparing for monitoring visits by guiding grantees through the process and conducting a monitoring self-assessment. The toolkit includes a Uniform Monitoring Package (UMP) Crosswalk that can be used to help grantees understand questions on the UMP and where to find additional information about each question.
The SSVF Program Office processes a majority of SSVF grant requirements within the GIFTS online grants management system. Grantees may access the GIFTS portal to complete and submit requirements specific to their SSVF grant program.
