The Oscar G. Johnson VA Medical Center (OGJVAMC) announces the appointment of Victor Quijano, DPM, PhD as the Chief of Staff of the Oscar G. Johnson VA Medical Center, effective October 6, 2025.

The Oscar G. Johnson VA Medical Center (OGJVAMC) is pleased to announce the appointment of Victor Quijano, DPM, PhD as the Chief of Staff of the Oscar G. Johnson VA Medical Center, effective October 6, 2025.

      “I am thrilled to welcome Dr. Quijano to our leadership team,” Medical Center Director John P. Shealey said. “His extensive experience and passion for Veteran healthcare will be invaluable as we continue to enhance our services and provide exceptional care for our nations heroes.” 

     Dr. Quijano joins a strong executive leadership team, which includes Medical Center Director, John P. Shealey, DBA, MBA, MHA; Associate Medical Center Director, Thad Q. Strom, Ph.D., ABPP and Associate Director Nursing and Patient Care Services, Tara Zoeller, MSN, RN. 

     As Chief of Staff, Dr. Quijano oversees all medical staff including physicians, dentists, psychiatrists, psychologists, social workers, physician assistants, nurse practitioners and other specialties. In addition, he supervises support services including radiology, health profession trainee education and credentialing and privileging.

    Dr. Quijano has over 22 years of healthcare experience, eight of which are in leadership roles, both in the Department of Veterans Affairs and the private sector. Prior to assuming this position, he served as the Deputy Chief of Staff – Hospital Services at the VA Eastern Colorado Health Care System. In addition, he previously served as the Chief of Surgery in Colorado and Chief of Podiatry in Portland, Oregon.

     “I look forward to work alongside the dedicated staff at OGJVAMC and continue to provide the highest standard of care to Veterans,” said Dr. Quijano. “In addition to having the opportunity to lead employees as the Chief of Staff, I am also looking forward to working as a clinician and continuing to see podiatry patients in this new role.” 

    Dr. Quijano earned a PhD in Molecular Endocrinology and DPM from Temple University, where he also completed his residency in foot and ankle trauma, and pediatric reconstruction. He is a member of the National Surgery Office and chairperson of the Veterans Affairs Central Office (VACO) field advisory board for Podiatric Medicine and Surgery.

    The OGJVAMC remains committed to serving Veterans across its rural catchment area. Oscar G. Johnson VA Medical Center and its eight, community-based outreach clinic locations span the entire Upper Peninsula as well as nine counties in northeastern Wisconsin, serving nearly 22,000 Veterans.
