Turning the Key to a New Beginning

When U.S. Navy Veteran Otis Smith turned the key in the ignition of his newly awarded vehicle, the engine’s hum signaled more than mobility—it symbolized momentum
The moment came on November 6, 2025, when Smith accepted his car during the 13th Annual Keys to Progress® Giveaway at Progressive Insurance in Ridgeland, Mississippi.
The Keys to Progress program, led by Progressive Insurance in partnership with the National Auto Body Council, Enterprise Rent-A-Car, and other community partners, has donated more than 1,100 refurbished vehicles nationwide since 2013. The goal: help Veterans overcome transportation barriers that can stand between them and independence. For Smith, this vehicle is a turning point in a long road of resilience.
From Service to Setbacks
Smith proudly served in the U.S. Navy from 2001 to 2010 as an Operations Specialist, a role that demanded precision, discipline, and focus. But after his service ended, civilian life presented new challenges. By 2022, a series of job losses and limited transportation left him without stable housing and struggling to rebuild.
Through the VA’s HUD-VASH (Housing and Urban Development-VA Supportive Housing) program, Smith secured a rental voucher and supportive services to help him find permanent housing. Later, through the Compensated Work Therapy (CWT) program, he worked to strengthen his vocational skills and plan for long-term employment.
Determination Meets Opportunity
With determination and “a lot of studying,” Smith earned his Cisco Certified Network Associate (CCNA) certification—proving his drive to keep moving forward. Still, transportation remained a daily hurdle. That changed when HUD-VASH Social Worker Dewanna Chambliss-Young nominated him for the Keys to Progress program and helped guide him through the application process.
“Otis never gave up,” said Chambliss-Young. “He set clear goals for himself and kept pushing forward. Programs like Keys to Progress make it possible for Veterans like him to move from surviving to thriving.”
When Progressive Insurance selected Smith as one of its 2025 recipients, the news carried emotional weight—not just for Smith, but for those who had witnessed his progress.
“I’m grateful for Progressive, HUD-VASH, and other programs that assist Veterans when we are stuck and give striving Veterans like myself a chance to move forward,” Smith said.
A Celebration of Service and Resilience
At the ceremony, Progressive team members, community partners, and VA staff gathered to celebrate Smith’s milestone. The event served as a reminder that one act of generosity can change the trajectory of a Veteran’s life.
Beyond the applause and photos, the moment represented restored independence. For Smith, the new vehicle will make it easier to maintain employment, keep medical appointments, and stay connected with his family.
Looking Ahead
Today, Smith is focused on stability and continuing to build a career in technology. When he’s not studying or working, he enjoys music, gardening, fishing, and chess—quiet pastimes that reflect the patience and perseverance that carried him through his journey.
For Otis Smith, the Keys to Progress program didn’t just hand him a car—it handed him the freedom to keep moving forward.
