Joy Andrew currently serves as the Interim Associate Director for the VA New Jersey Healthcare System at the Lyons campus, effective November 3, 2025.

Ms. Andrew started her VA career 20 years ago as a GHATP (VHA Graduate Health Administrative Training Program) resident in the VA New York Harbor Healthcare System. She has held progressive managerial and leadership positions in VISN2 Medical Centers and the Network Office.

Prior to this assignment, Ms. Andrew recently completed a 120-day detail as Associate Director for Security and Support Services at VA New York Harbor Healthcare System.  Ms. Andrew works in the VISN2 Network Office as the Health System Specialist to the VISN Chief Medical Officer, where she provides direct oversight for all day-to-day management and administrative operations for the 7 Programs, 6 Integrated Clinical Communities, and 42 Communities of Practice aligned under the VISN2 Chief Medical Officer.

Ms. Andrew received her Bachelor's in Public and Community Health from SUNY at Stony Brook and her Master’s of Public Administration (MPA) from NYU – Robert F. Wagner School of Public Service. She is a graduate of the VHA Healthcare Leadership Development Program (HCLDP), a Senior Fellow of the Partnership for Public Service Excellence in Government (EIG) Leadership Development Program, and a graduate of the Partnership for Public Service Gov21 | The 21st Century Government Leadership Development Program. She is also an active member of Healthcare Leaders of New York (the NY Chapter of the American College of Healthcare Executives (ACHE).
