FY 2012 Service Contract Inventory Requirements

Purpose:  The purpose of this Acquisition Flash is to notify Department of Veterans Affairs Contracting Officers identified in Attachment B regarding the Fiscal Year (FY) 2012 Service Contract Inventory analysis and associated data call.

Background:  The Procurement Policy Services (PPS) is preparing to conduct the FY 2012 Service Contract Inventory Analysis (SCI) as mandated by the Office of Federal Procurement Policy (OFPP).  As in FY 2010 and 2011, a key part of the SCI is the meaningful analysis of the contract data in the inventory for the purpose of determining if the mix of Federal employees and contractors is effective or, if rebalancing may be required.  We need your partnership and support in order to be successful in this critical undertaking.

Action Required:  In an effort to minimize any disruption to daily workflows, this year the SCI Team will rely primarily on the Electronic Contracting Management System (eCMS) to access the official contract file documents required as part of the analysis.  Therefore, we will be dependent upon the responsible contracting officers and contract specialists in ensuring that at a minimum, the documents identified in Attachment A, “Required Documents for SCI Contract Action Briefcases” are uploaded into eCMS for all contract actions identified in Attachment B, “FY12 SCI Sample” no later than 06/17/2013.

In addition to the review of contract file documents in eCMS, the analysis also requires the issuance of a data call to the applicable (Attachment B) contracting and requirements officials for each of the contract actions listed in Attachment B.  To simplify and facilitate the data call process, an online repository was created for data entry which must be completed no later than 06/17/2013.  The SCI Team may also conduct telephone interviews with applicable Contracting Officers to clarify responses to the data call or to seek information not available in eCMS contract action briefcases.

Contracting Officers identified in Attachment B are responsible for ensuring the necessary documents outlined in Attachment A are loaded into eCMS, and for the completion of the data call for each contract action by requirements officials (e.g., Contracting Officer’s Representative or Program Managers).  Detailed instruction is provided in the Administration Section of the online data call.

PLEASE NOTE:  The Contracting Officers identified in Attachment B were taken directly from eCMS.  If you are identified incorrectly in eCMS and are not the correct Contracting Officer for the identified action in Attachment B, please notify either Sylvester Rainey, Senior Procurement Analyst, or Cheryl Duckett-Moody, Senior Procurement Analyst, at as soon as possible.
