What's Changed?

Procedures for Nominating Candidates and Obtaining a Warrant (PPM 2013-09)

Purpose:  The purpose of this Acquisition Flash is to inform the VA Acquisition Workforce of VA PROCUREMENT POLICY MEMORANDUM (PPM) 2013-09 - Procedures for Nominating Candidates and Obtaining a Warrant (attached).  This PPM provides guidance to the VA acquisition community on the policies, standards, and procedures to request a Contracting Officer appointment and warrant.

Expiration Date:  This acquisition flash remains in effect and is automatically rescinded when PPM 2013-09 is incorporated into the revised VAAR and the new VA Acquisition Manual (VAAM).

Background:  The Office of Federal Procurement Policy (OFPP) Letter 05-01 dated April 15, 2005, and the Office of Management and Budget (OMB) Memorandum dated January 20, 2006 mandated that all federal agencies develop and maintain an acquisition career management program to ensure the development of a competent, and professional workforce to support the agency mission.  The VA implemented these policies to comply with Title 41 U.S.C. § 414(4).

The Federal Acquisition Certification - Contracting (FAC-C) Certification and the Contracting Officer Warrant Management Program is under the purview of the Deputy Assistant Secretary for Acquisition and Logistics who is also the Senior Procurement Executive (SPE).  These two programs are separately managed.  The Associate Deputy Assistant Secretary (ADAS) for Program Support is responsible for the FAC-C certification program.  The ADAS for Procurement Policy, Oversight and Systems who is also the Deputy SPE (DSPE) is responsible for warrant management and has signatory authority for all warrants issued in the VA.

Action Required:  Effectively immediately all members of the VA Acquisition Workforce are required to submit requests for Contracting Officer warrants in accordance with the procedures in PPM 2013-09.

Applicability:  This policy applies to all members of the VA Acquisition Workforce who are eligible to receive contracting officer warrant authority.
