Interagency Acquisition (IA) Competition Requirements

Purpose:  To ensure compliance with Federal Acquisition Regulation competition requirements in the execution of Interagency Acquisitions (IA) as described in Procurement Policy Memorandum 2013-06.

Background:  The Department of Veterans Affairs Office of the Inspector General (OIG) recommended the Office of Acquisition, Logistics, and Construction (OALC) “build work steps into the Integrated Oversight Process (IOP) and the Interagency Acquisitions (IA) Guidance, and Procedures holding Contracting Officers accountable for Federal Acquisition Regulations (FAR) competition requirements.” In response to OIG’s recommendation this acquisition flash is issued to remind Contracting Officers, they are required to promote competition to the maximum extent practicable when acquiring goods and services.  Except for certain limitations, full and open competitive procedures should be used when soliciting offers and awarding contracts.  Federal Acquisition Regulation (FAR) Subpart Part 8.4 outlines procedures for providing competition when placing orders under FSS contracts.  FAR 17.503 outlines procedures required prior to placing an order for supplies or services with another Government agency.

Action Required:  The Contracting Officer will comply with the following Federal Acquisition Regulation competition requirements:

1)  FAR 8.405-1(c )(1), Ordering Procedures for Supplies, and Services Not Requiring a Statement of Work.

2)  FAR 8.405-2(c)(2)(ii) Ordering Procedures for Services Requiring a Statement of Work.

3)  FAR 17.503(d)(3)(ii) Ordering procedures.

Applicability:  All members of the VA Acquisition workforce.
