What's Changed?

Class Deviation - Permanent Authority for Use of Simplified Acquisition Procedures under Federal Acquisition Regulation (FAR) 13.5, Test Program for Certain Commercial Items

Purpose:  This deviation extends permanently the authority under Federal Acquisition Regulation (FAR) 13.5, Test Program for Certain Commercial Items.

Effective Date:  January 1, 2015

Background:  On December 29, 2014, the CAAC issued a memorandum regarding a Class Deviation to extend permanently the Commercial ltems Test Program at FAR subpart 13.5.  Section 815 of the Carl Levin and Howard P. ‘Buck’ McKeon National Defense Authorization Act (NDAA) for Fiscal Year 2015, Public Law 1 13-291, extended permanently the authority for the test program.

New Policy:  This deviation will authorize contracting officers to permanently issue solicitations under FAR 13.5, Test Program for Certain Commercial Items.

Action Required:  Comply with the class deviation to FAR 13.500 (d).
