Department of Veterans Affairs Contracting Officer Warrant Official System of Record

Purpose:  To inform Contracting Officers and Heads of Contracting Agencies within the Department of Veterans Affairs (VA) that effective February 15, 2016 the Electronic Certification (eCERT) program is the VA’s official system of record for all “Active” Contracting Officer’s Warrants.

Federal Acquisition Regulation (FAR) and Veterans Affairs Acquisition Regulation (VAAR) Sections Impacted:  FAR Part 1.603 and VAAR 801.603

Background:  On September 3, 2013, the Office of Federal Procurement Policy (OFPP) issued the Memorandum for Chief Acquisition Officers and Senior Procurement Executives to increase efficiency by mandating government-wide use of the Federal Acquisition Institute Training Application System (FAITAS) for all training, development and management for the Acquisition Workforce.  In 2014 the Department of Veterans Affairs, Chief Acquisition Officer (CAO) announced that VA will transition the warrant management program to FAITAS in fiscal year 2016.  On January 6, 2014 the Department of Veterans Affairs introduced the Electronic Certification (eCERT) program to process warrant applications and also serve as a repository for all active warrants issued within VA.  In order to accomplish this task, the VA’s acquisition community has put forth a tremendous effort to reconcile all active warrant records and also ensured new warrants were reissued using eCERT.  This task was completed in 2015.  Completion of the reconciliation to ensure eCERT contains all active VA warrants is crucial to transition the warrant management process with its associated warrant data into FAITAS.

Applicability:  This notice applies to active warranted contracting officers, Head of Contracting Activities, training officers, and supervisors responsible for maintaining accurate warrant information.

Action Required: Effective February 15, 2016, if a contracting officer possesses a warrant that is not resident in eCERT they must take the necessary action to create a current profile in eCERT and have the warrant record entered in eCERT via their leadership chain.  After February 15, 2016, warrants that do not reside in eCERT are not considered valid contracting warrants.
