What's Changed?

Class Deviation from VA Acquisition Regulation Part 808, Required Sources of Supplies and Services, and 808.002, Priorities for Use of Government Supply Sources

Purpose:  To alert the VA Acquisition Workforce that the deviation has been approved, to bring VAAR 808.002 in conformance with changes made to FAR 8.002 Priorities for Use of Government Supply Sources.

Effective Date:  May 5, 2016

Expiration Date:  Effective until incorporated into the revised VAAR and VAAM.

Background:  A final rule was issued for FAR Case 2009-024 External link to a government website amending FAR 8.002 External link to a government website, Priorities for Use of Mandatory Government Sources, to update and clarify the priority of sources of supplies and services for use by the Government.  Specifically, FAR 8.002 clarifies that the use of FSS is not mandatory.  However, under FAR 7.102(a)(4) External link to a government website of the final rule, agencies are encouraged to consider using FSS and other existing contract vehicles before considering sources in the open market.

In accordance with FAR 1.404 and VAAR 801.404, the ADAS has issued this class deviation to revise VAAR 808.002 to comply with these requirements

Action Required: HCAs will comply with and ensure dissemination of the class deviation.  The deviation is posted on the Procurement Policy website at, VAAR Part 808.002 Deviation.
