What's Changed?

VA Procurement Policy Manual (PPM) (2017-04) - Interagency Acquisitions (IAs), Guidance, and Procedures (VAIQ 7640793)

Purpose:  This PPM identifies current Veteran Affairs (VA) Department-wide procedures regarding the use of interagency acquisitions (IA).

Federal Acquisition Regulation (FAR) Section Impacted:  17.5

Effective Date:  Immediately

Background:  This PPM provides VA policy (including updated authorities resulting from the Employee Empowerment Initiative and impacts as a result of the June 16, 2016 decision of the U.S. Supreme Court in Kingdomware Technologies, Inc. v. United States) for the utilization of interagency acquisitions, and updated VA guidance and procedures executing Federal Acquisition Regulation (FAR) subpart 17.5, Interagency Acquisitions.

Applicability:  This PPM applies to contracts and agreements accomplished via an interagency acquisition.

Action Required:  Heads of the Contracting Activities (HCAs), VA Contracting Officers (COs), and other VA acquisition professionals shall comply with the procedures outlined in VA PPM 2017-04, Interagency Acquisitions (IAs), Guidance, and Procedures.
