What's New?

Notification of VA Acquisition Update to incorporate all VAAR Class Deviations issued from September 9, 2010 through June 30, 2017.

Purpose:  To announce to the VA Acquisition Workforce that the VA Acquisition Regulation (VAAR) shown on the Office of Logistics (OAL) website has been updated to incorporate all active VAAR Class Deviations within the affected VAAR part.

VAAR Section Impacted:  VAAR Parts 801, 802, 804, 806, 808, 809, 810, 812, 813, 815, 816, 817, 819, 832, 842, 852, 853, and 873.

Effective Date:  Immediately

Background:  In order to enhance the department level guidance for all VA acquisitions, the VAAR has been updated to incorporate all deviations into the applicable VAAR part.  The link to each deviation is embedded in the text of the respective VAAR part.  The following changes were incorporated:

  1. An update has been issued that contains revisions approved via Class Deviations to the Department of Veterans Affairs Acquisition Regulation (VAAR) for Parts 801, 802, 804, 806, 808, 809, 810, 812, 813, 815, 816, 817, 819, 832, 842, 852, 853, and 873.
  2. This update includes the revised text at VAAR 819.307, SDVOSB/VOSB Small Business Status Protests, resulting from VA final rule, RIN 2900-AM92 which published in the Federal Register at 80 FR 12564, on March 10, 2015 and was adopted without change to the interim final rule published in the Federal Register at 78 FR 59865, dated September 30, 2013.

Applicability:  This notification is directed to the VA acquisition workforce.

Action Required:  Incorporate VA Acquisition update as guidance.  The Updated VAAR can be found at https://www.va.gov/oal/library/vaar/.
