What's Changed?

VA Procurement Policy Memorandum (2018-03) – Mandatory Usage of VA’s Electronic Contract Management System (eCMS)

Purpose:  To issue the subject PPM.  This PPM updates the Department of Veterans Affairs (VA) guidance regarding the use of the eCMS for all procurement actions; and identifies eCMS components.

FAR and VAAR Affected Parts:  4.8—Government Contract Files and VAAR 804.8.

Effective Date:  Immediately.

Background:  This PPM updates and replaces PPM 2012-02, Mandatory Usage of VA’s eCMS, dated June 15, 2012.  This update includes eCMS system changes, provides new and/or revised reporting requirements, and provides procedural and policy updates.

Applicability:  This policy applies to all eCMS users, in any capacity.

Action Required:  All employees using eCMS for operational, administrative, oversight, or any other purposes shall comply with this PPM.
