VA Market Research Guide

Purpose:  The purpose of this acquisition flash is to inform the VA Acquisition Workforce of and to distribute the newly developed Market Research Guide for Acquisition Teams.

Dated:  March 1, 2018

FAR or VAAR related part:  FAR part 10 and VAAR part 810, Market Research

Effective Date:  Immediately

Expiration Date:  The attached Guide will remain in effect until incorporated into the new VA Acquisition Manual (VAAM) or is otherwise rescinded.

Background:  The VA Acquisition Workforce requested a Market Research Guide for Acquisition Teams to provide department level guidance on the market research process.  The guide was originally developed to be incorporated in the newly developed VA Acquisition Manual (VAAM) part 810 and will be included in the VAAM when it is finalized.  The VAAM part 810 is not currently available for release.  However, due to an overwhelming demand from the VA acquisition workforce, this guide is being published for immediate use.

Applicability:  The market research guide should be used in conjunction with FAR Part 10, Market Research, VAAR Part 810, Market Research and other implementing guidance available at the Head of Contracting Activity (HCA) level.

Action Required:  Contracting Officers are strongly encouraged to utilize the guide for all market research processes.  The guide will also be posted to the Procurement Policy website.
