VA Procurement Policy Memorandum (PPM) 2020-02, Head of Contracting Activity Nomination and Appointment Procedures

Purpose: The purpose of PPM 2020-02 is to establish a formal procedure for nominating and appointing Heads of Contracting Activities (HCA).

VAAR Sections Referenced: VA Acquisition Regulation (VAAR) 801.695-1.

Effective Date: Immediately.

Background: In accordance with VA Acquisition Regulation (VAAR) 801.695-1, VA’s policy is to have a minimum number of HCAs. The authority vested in the Secretary to select, appoint, and terminate HCAs is delegated to the Senior Procurement Executive (SPE) and is further delegated from the SPE to the Deputy Senior Procurement Executive (DSPE).

FAR Subpart 2.101 defines the HCA as the official who has overall responsibility for managing the contracting activity. PPM 2020-02 establishes VA’s official procedure for nominating, appointing and terminating HCAs.

Applicability: This guidance applies to all Heads of Contracting Activities.

Action Required: VA acquisition workforce and other VA acquisition professionals shall comply with PPM 2020-02, Head of Contracting Activity Nomination and Appointment Procedures.
