What's Changed?

Procurement Policy Memorandum (PPM) 2020-01, Contracting Officer Warrant Program

Purpose: Delegates Heads of Contracting Activities (HCAs) the authority to issue and terminate contracting officer warrants, clarifies roles and responsibilities for warrant management, reduces the number of warrant thresholds, and documents procedures for requesting and terminating warrants. Updates Department of Veterans Affairs’ (VA) compliance with title 41 United States Code § 414(b)(4). Replaces PPM 2018-01, Procedures for Nominating Candidates and Obtaining a Warrant, dated May 10, 2018.

Effective Date: October 1, 2019.

Authority: The Office of Federal Procurement Policy (OFPP) Letter 05-01 dated April 15, 2005, and the Office of Management and Budget (OMB) Memorandum, dated January 20, 2006, mandated that all Federal agencies develop and maintain an acquisition career management program to ensure the development of a competent, and professional workforce to support the agency mission.

Applicability: Applies to HCAs and others who are involved with requesting, issuing, terminating, and managing various aspects of the VA Warrant Management Program.

Action Required: All HCAs are required to comply with the requirements of PPM 2020-01.
