What's Changed?

Revisions to VA Acquisition Manual (VAAM) part M805, Publicizing Contract Actions; and publication of new VAAM part M804, Administrative and Information Matters

Purpose: To notify the VA acquisition workforce of the issuance of revisions to the VA Acquisition Manual (VAAM) part M805, Publicizing Contract Actions; and the publication of new VAAM part M804, Administrative and Information Matters.

VAAR/VAAM Parts Impacted: M804 and M805.

Effective Date: Immediately.

Expiration Date: N/A.

Background: The VAAM M805 is revised to update guidance regarding Congressional notification of contract actions. Additionally, due to the publishing of new VAAM M804, the following VA acquisition policies are rescinded:

  1. Procurement Policy Memorandum 2017-08: Federal Procurement Data System (FPDS) Data Verification and Validation and Reporting Competitive Actions in FPDS, dated June 16, 2017;
  2. Procurement Policy Memorandum 2017-13, Unique Procurement Instrument Identifiers (PIID), dated October 1, 2017; and,
  3. Procurement Policy Memorandum 2018-03, Mandatory Usage of VA’s Electronic Contract Management System (eCMS), dated January 26, 2019.

Applicability: This Acquisition Policy Flash applies to all VA acquisition workforce members.

Action Required: The VA acquisition workforce shall comply with the requirements of the VAAM Update Number 2021-04 and new VAAM part M804.
