What's Changed?

Notification of VA Acquisition Regulation (VAAR) Update Number 2008-31

Purpose: To notify the VA acquisition workforce of the publication of revised VAAR parts 819 and 852.

Affected VAAR/VAAM Parts: VAAR part 819 and 852.

Effective Date: Immediately.

Background: VAAR Update Number 2008-31 provides updates to implement statutory changes to improve the oversight of contracts awarded by VA to small business concerns owned and controlled by Veterans. The update adds language to VAAR 819.7001(e) through (g) and 819.7003, regarding general responsibilities and eligibility. It also adds 819.7009(b) and 819.7009(c) as the prescription for use of the two new VAAR clauses 852.219-77, VA Notice of Limitations on Subcontracting—Certificate of Compliance for Services and Construction, and 852.219-78, VA Notice of Limitations on Subcontracting—Certificate of Compliance for Supplies and Products.

Applicability: This notification is directed to the VA acquisition workforce.

Action Required: Comply with the requirements of the abovementioned revised VAAR parts.
