VAAM Part M819 – Small Business Programs.

Purpose: The purpose of this Acquisition Flash is to publish guidance to instruct VA acquisition professionals not to use the North American Industry Classification System (NAICS) 2022 codes when preparing solicitations and awarding contracts until Small Business Administration (SBA) updates its Table of Small Business Size Standards to comply with NAICS 2022. In order to publish this guidance VAAM Part M819 has been created.

Background: On December 21, 2021, the U.S. Office of Management and Budget (OMB) published the 2022 revisions to the North American Industry Classification System (NAICS). In the notice, OMB advises that the Federal statistical establishment data published for reference years beginning on or after January 1, 2022 should be published using the 2022 NAICS United States codes. However, before NAICS 2022 can apply to Federal contracts, SBA must update its Table of Small Business Size Standards to comply with NAICS 2022. This requires SBA to go through the Federal rulemaking process.

Use of the NAICS 2022 codes prior to the update to the Table Small Business Size Standards will result in data errors in SAM and in FPDS-NG. Therefore, all procurement activities must continue using the NAICS 2017 codes until the size standards are updated to NAICS 2022.

Acquisition Flash 2022-12 was posted on February 1, 2022 directing the VA Acquisition Workforce to continue using 2017 NAICS codes until SBA size standards have been revised.

Applicability: This Acquisition Flash applies to all solicitations, contracts, or orders placed against existing Enterprise wide and GSA contracts awarded prior to the Small Business Administration Table of Small Business Size Standards update. Contracting officers must ensure any contract actions in process comply this Acquisition Flash.
