Deputy Assistant Secretary
Planning and Performance Management
Michael James Frueh was appointed as the Deputy Assistant Secretary for Planning and Performance Management in the Office of Enterprise Integration in June 2019. He is responsible for the Department’s strategic planning, enterprise risk management, performance management, enterprise governance, and business architecture support..
Prior to this appointment, he served as Executive Director of the Benefits Assistance Service in the Veterans Benefits Administration (VBA) since May 2018. He was responsible for policy development, planning, training, and quality assurance for VBA's Public Contact activities within regional offices and national call centers, and leads VBA’s outreach efforts to ensure military personnel, Veterans and family members understand and have access to the benefits their service has earned.
Mr. Frueh was appointed VBA Chief of Staff in 2016, where he served as the senior staff advisor to the Undersecretary for Benefits, responsible for the analysis of all VBA policies, programs, and operational plans. He provided executive leadership and advisory services throughout VBA, ensuring efficient execution of all programs in this 23,000-person, $100B organization. During his tenure he created a federal housing agency interagency task force to coordinate responses to national disasters (which has matured to address systemic mortgage issues), directed the creation of an enterprise risk management program, and created a new regional office director development program for succession planning.
Prior to his appointment as Chief of Staff, Mr. Frueh served as the Executive Director of VBA’s Loan Guaranty Service, where he was responsible for helping Veterans obtain mortgages to purchase or refinance homes, adapt homes to accommodate service-connected disabilities, and retain their homes if they experience financial difficulties. He previously worked in the structured finance group at PricewaterhouseCoopers, Bankers Trust’s asset securitization group, and Andersen Consulting’s commercial practice.
Mr. Frueh has a bachelor’s degree in Mathematics from Pepperdine University (Computer Science and pre-Medicine), and a master’s degree in Business Administration (Finance and Economics) from the George Washington University. He served as the president of Pepperdine’s DC Alumni for 5 years, was selected as a Fellow in the Council for Excellence in Government, and is a graduate of the Leadership for a Democratic Society at the Federal Executive Institute.
Mr. Frueh received a Presidential Rank Award as a Distinguished Executive in 2017.
