Summary

Summary
A Management Analyst misused official VA time and resources when working in a non-VA position, performing non-VA duties during VA tours of duty. The Analyst also misused a VA-assigned computer and email account for non-VA duties and failed to properly request sick leave for attending to medical matters during VA time. Additionally, Mr. Joseph Viani, Executive Director for Strategic Management Group, and Ms. Mary Santiago, a former (retired) VA Director, failed to properly supervise the Analyst when they knew that the Analyst worked in a non-VA position during VA tours of duty and that they did not exercise the necessary supervisory oversight to ensure the Analyst took the proper leave.
