As Interim General Counsel and Deputy General Counsel for Legal Operations, Ms. Flanz provides overall leadership for VA’s legal support activities, with a particular focus on personnel law, medical malpractice tort adjudication, employee accountability, and legal support for VA Medical Centers, Regional Offices, National Cemeteries, and other field facilities Through her subordinate Chief Counsels, she provides expert legal advice, counsel, and representation to the Secretary, Deputy Secretary, and other senior VA officials related to litigation, legislation, Congressional oversight, and policy matters affecting VA’s large and diverse workforce.

Prior to assuming her current position, Ms. Flanz served as Assistant Secretary of VA’s Office of Human Resources & Administration, Meghan Flanz directs and oversees an HR&A team of over 750 employees who support more than 300,000 VA employees and 4,000 human resources professionals across the country. Her HR&A team provided professional assistance in the areas of Administration, Human Resources Management, Diversity and Inclusion, Resolution Management, Labor-Management Relations, Human Capital Investment Plan Strategic Management, Veterans Employment Service, and Corporate Senior Executive Management, and provided training and development opportunities for all VA employees through the VA Learning University.

Ms. Flanz’s previous Senior Executive Service assignments include serving as the founding Executive Director of VA’s Office of Accountability Review; as Counselor to the General Counsel; and as Associate General Counsel for Strategic Planning & Education, and as Deputy Assistant Secretary for Labor-Management Relations.

Ms. Flanz began her VA career in 2001 as a staff attorney specializing in labor and employment law. She is admitted to practice before the Ninth Circuit Court of Appeals, the Federal Circuit Court of Appeals, and the United States Supreme Court. A member of the California Bar, Ms. Flanz was a business litigation specialist in private practice for 15 years before joining VA.
