As Acting Assistant Secretary of VA’s Office of Human Resources & Administration (HR&A), Pam Mitchell oversees a team that supports over 300,000 VA employees and 5,000 human resources professionals across the country. To meet the needs of the VA workforce, the HR&A team provides professional assistance in the areas of Administration, Human Resources Management, Diversity and Inclusion, Resolution Management, Labor-Management Relations, Veterans Employment, and Corporate Senior Executive Management.

Prior to assuming her current position, Ms. Mitchell served as the Principal Deputy Assistant Secretary (PDAS) for HR&A. Immediately preceding that, she was assigned as the Deputy Assistant Secretary for Human Resources Management, Office of Human Resources & Administration, in the Department of Veterans Affairs, where she was responsible for both policy and operational human resources support. Before joining VA, Ms. Mitchell served as the Director, Defense Human Resources Activity, Department of Defense. In this capacity, she provided administrative and operational oversight of the Field Activity, which included programs ranging from DoD ID Card Policy, Joint Advertising Market Research and Studies, Law Enforcement Policy and Support, the Defense Manpower Data Center, Combating Trafficking in Persons, Office of the Actuary, Computer/Electronic Accommodations, Federal Voting Assistance, and Suicide Prevention.

Ms. Mitchell retired from the United States Army after over 25 years of service in the fields of military personnel policy, personnel management, and personnel systems. Following her retirement, she was employed in the private sector as a human resources consultant before returning to the Department of Defense.
