David C. Spickler
Acting Chairman, Board of Veteran Appeals
Appointed by Secretary Bob McDonald as Principal Deputy Vice Chairman of the Board of Veterans’ Appeals (BVA) in June 2016.
Responsible for all operations of the Appellate Group within BVA. Provide support to all BVA components in the critical areas of litigation, labor relations and human resources. Previously, as Deputy Vice Chairman, was responsible for all operations of the Board’s Office of Veterans Law Judges. Directed and supervised approximately 450 attorneys and Senior Counsel, 65 Veterans Law Judges, and 10 Chief Veterans Law Judges. The BVA is the final administrative tribunal statutorily charged with deciding appeals arising from veterans’ benefits claims filed with the Secretary.
Mr. Spickler previously served as a BVA Chief Veterans Law Judge from 1995 until 2010, when he was appointed by Secretary Eric Shinseki as Deputy Vice Chairman. In 1993, he was appointed by Secretary Jesse Brown as a Veterans Law Judge, with the approval of President Bill Clinton. He began his legal career at the BVA in December 1982 as a staff attorney.
Mr. Spickler is a Veteran of the US Army, Vietnam Era. He is a licensed attorney in the State of Pennsylvania. He lives in Virginia with his wife, who is also a career Federal Government attorney specializing in procurement law and litigation.
