Jules Tchoujan is the Director of Acquisition Support, a Directorate under the Office of Small and Disadvantaged Business Utilization (OSDBU). He assumed this position in March 2013 and is responsible for supporting the Department's strategic plan by contributing to the socioeconomic well-being of the Nation through increased acquisition opportunities for small businesses in general and Veteran-Owned Small Businesses in particular. Mr. Tchoujan works closely with the OSDBU Executive Director to plan, develop, execute and perfect programs and policies that maximize opportunities for small businesses and Veteran entrepreneurs in VA acquisitions.
Mr. Tchoujan organized, created, and implemented numerous Federal government large national contracts. He also developed and implemented a procurement strategy plan for major procurement actions. Mr. Tchoujan has held numerous acquisition leadership positions to include VA OSDBU Small Business Specialist, Veterans Health Administration (VHA-VISN 5) Contracting Officer, and U.S. Treasury-Bureau of Engraving and Printing Lead Contracting Officer. Mr. Tchoujan was the Senior Contracting Officer at the Veterans Benefits Administration (VBA) where he served as Operational Assistant and Advisor on Acquisitions related matters to the Under-Secretary for VBA and to the Associate Deputy Under-Secretary for Management/Head of Contracting Activity (HCA). Mr. Tchoujan was responsible for training and supporting 57 Regional Offices on acquisition tools, processes, policies and he established the VBA Office of Acquisition.
Jules Tchoujan maintains excellent skills and certifications in the professional contract specialist field. He holds Federal Acquisition Certification-Contracting (FAC-C) Level III, Federal Acquisition Certification-Program and Project Managers Senior Level (FAC-PPM), and Federal Acquisition Certification-Contracting Officer's Representative (FAC-COR) certification and a Master's Certificate in Government Contracts from George Washington University. He holds two Master's Degree in economics and completed four years of study toward a Ph.D. in economics at American Unversity and is a 2014 graduate of the Federal Executive Institute (FEI)-Leadership for a Democratic Society (LDS).
He received three National Awards from the Secretary of Veteran Affairs, the Deputy Secretary of Veterans Affairs, and the OSDBU Executive Director for helping VA achieve and exceeds its small business procurement goals.
Mr. Tchoujan joined the Federal government after a distinguished career in the U.S. Army serving with the 4th Infantry Division, 3rd Armored Cavalry Regiment, 82nd Airborne Division, and the 571st MEDEVAC Company. A Service-Disabled Veteran, Mr. Tchoujan retired from the U.S. Army in 2006 after serving two tours of duty in Iraq (OIF 1 & 3).
