Associate Director, Office of Procurement Policy

Mr. Ector has worked for 23 years as an 1102 in the Federal Government.  He rejoined the Department of Veterans Affairs in December 2012 after spending three years at the Air Force District of Washington, where he was the Chief of Command Policy and Program Support.  A former United States Army Captain in the Field Artillery, his work experience includes 20 years in the VA, including serving as a Contracting Officer at the Medical Center, VISN, and VACO levels, serving as a Senior Procurement Analyst at VACO, and serving as the Network Contracting Manager for VISN 8.

Mr. Ector’s professional certifications include Certified Professional Contracts Manager (CPCM), DAWIA Level 3 (Contracting), and FAC-C Level 3.  His education includes a Bachelor of Science Degree in Business Administration from the University of Tennessee and a Master of Business Administration Degree in Acquisition and Government Contract Management from the University of Dallas.

He has been a member of the Office of Federal Procurement Policy (OFPP) Front Line Forum, has taught at both of the Office of Personnel Management (OPM) Management Development Centers, has served on numerous national initiatives within VA, written for the professional publication Contract Management, and served in leadership positions at multiple National Contract Management Association Chapters.

Mr. Ector recently received the Secretary of the Air Force Right Stuff Award and also received the Department of Defense AbilityOne Commitment in Action Award.
