Rick Lemmon
Mr. Lemmon was selected to serve as the Executive Deputy Chief Procurement Officer for the Veterans Health Administration effective September 30, 2018. Prior experience includes serving in the Veterans Health Administration as the VISN 15 Network Contract Manager; Director, Service Area Office Center; Acting Deputy Chief Procurement Officer; Acting Chief Procurement Logistics Officer; and Acting Senior Procurement Executive for VA.
Mr. Lemmon provides strategic leadership to VHA’s Acquisition workforce of approximately 2800 employees and is responsible for providing acquisition support services to VA Medical Centers across the United States. During his tenure with the Veterans Health Administration, Mr. Lemmon has provided leadership in many of the acquisition transformational initiatives that have occurred. These initiatives included the development of an organizational structure for VHA Network Contracting Activities that was based on product line teams, writing standardized position descriptions for VHA’s acquisition workforce, and development and implementation of the ordering officer concept which leverages that capacity of non-warranted personnel to efficiently place delivery orders against previously negotiated contracts.
Mr. Lemmon is working to further support supply chain modernization that will provide the highest quality goods and services to VA Medical Centers that can be efficiently ordered at prices commensurate with the buying power of VHA.
