Dr. David Arzouman is the Chief of Staff of the Roseburg VA Health Care System.

A native of Los Angeles, California, Dr. David A. Arzouman earned a Bachelor of Arts in Biology from Claremont Men's College in 1979 and a Doctor of Medicine from Northwestern University in 1986. He then completed a general surgery residency at the University of Illinois/Cook County Hospital combined program in 1992 and a thoracic surgical residency at the Robert Wood Johnson Medical School at the University of Medicine and Dentistry of New Jersey, New Brunswick. Arzouman is board-certified in thoracic surgery. In 2013, he also graduated from the United States Army War College, receiving a Master of Strategic Studies and serving as a class vice president. Lastly, he graduated from the Eller School of Management at the University of Arizona with a Master of Science in Healthcare Management in 2021.

Before joining the executive leadership team at Roseburg VA Health Care System, Arzouman served as the chief of surgery at the Phoenix VA from November 2021 until May 2022, after being the deputy chief from July 2019. While in Phoenix, he achieved the rank of clinical professor of surgery at the University of Arizona, School of Medicine. During his clinical career, he has practiced in all facets of surgical care, including academic, public, private practice, and military medical centers and facilities. Arzouman also led the startup of two cardiac surgical programs, both thriving today in community hospitals. In addition, he has published over 40 articles in peer-reviewed journals, written several book chapters, and presented his work at national and international society meetings and symposia. He has also served on the Tucson and Oklahoma City VA's medical staff during his nearly 30 years as a surgeon.

Arzouman is a Fellow of the American College of Surgeons, a member of the Society of Thoracic Surgeons, the American College of Healthcare Executives, and the Association of VA Surgeons, among others. He attended the Commandant's Cornerstone Course, Navy Senior Leaders Seminar at the Naval Postgraduate School, and served as a voting member of the Marine Corps Reserve Policy Board.

Arzouman has a distinguished military career as well. In 1999 he entered the Navy as a direct commission officer and was selected as the commanding officer of the 4th Medical Battalion, 4th Marine Logistics Group, in 2014. In 2016, he was appointed as the Marine Forces Reserve/Marine Forces North Force surgeon and mobilized to the Marine Corps Support Facility, New Orleans. He ultimately transitioned in 2019 to the reserve component as the reserve deputy force surgeon, United States Fleet Forces Command, retiring in 2020. Arzouman is authorized to wear Command Ashore and Fleet Marine Force Warfare Officer devices. His awards include the Legion of Merit, the Meritorious Service Medal, and various other service and campaign awards.
