Research at the Southern Arizona VA Health Care System (SAVAHCS) offers jobs and career opportunities in many fields, including administrative, clinical, laboratory, and other research support professions. This page provides hiring and staffing information for paid or without compensations (WOC) staff, including Interagency Personnel Agreement (IPA) within Research at SAVAHCS.

Without Compensation (WOC)

Individuals requiring Without Compensation (WOC) appointments include, but are not limited to, students, university employees, non-paid interns, fellows, residents, other non-VA employees working at VA sites, volunteers, and visiting scientists who are not compensated by the VA for their employment. 

Plan 60-90 days ahead of the start date for WOC details (HRMACS requirement).

WOC Requirements

  • WOC appointments are Federal employment appointments, holding all the requirements and restrictions that come along with other types of Federal employment appointments, whether paid or unpaid.
  • The process to appoint a WOC individual mirrors the process to hire regular or Fee Basis.
  • The individual will need to clear pre-employment
    • Security
    • Credentialing
    • Physical exam/evaluation
    • Drug test

A formal job offer (FJO) will follow, with an effective start date confirmed, after the selected individual completes and clears all pre-placement requirements.

Intergovernmental Personnel Act (IPA)

The Intergovernmental Personnel Act Mobility Program provides for the temporary assignment of personnel between the Federal Government and state and local governments, colleges and universities, Indian tribal governments, federally funded research and development centers, and other eligible organizations. 

All selected individuals must complete and clear agency and federal pre-placement requirements prior to receiving an official offer; the official offer impacts the start date of the detail.

Varying timelines per selected individual will occur when completing applicable pre-placement requirements, depending on position title, which may include one or more of the following:

  • Physical examination
  • Immunization verification
  • Drug testing
  • Background investigation
  • Credentialing, etc. 

A formal job offer (FJO) will follow, with an effective start date confirmed, after the selected individual completes and clears all pre-placement requirements.
