ATTORNEY FOR THE BOARD Helena M. Walker, Counsel INTRODUCTION The appellant contends that he served in the Recognized Guerillas as part of the United States Army Forces in the Far East (USAFFE). This matter comes before the Board of Veterans' Appeals (Board) on appeal of a January 2010 decision by the Department of Veterans Affairs (VA) Regional Office (RO) in Manila, the Republic of the Philippines, which determined that the appellant did not have qualifying service to be eligible for the one-time payment from the Filipino Veterans Equity Compensation Fund. Please note this appeal has been advanced on the Board's docket pursuant to 38 C.F.R. § 20.900(c) (2012). 38 U.S.C.A. § 7107(a)(2) (West 2002). The appeal is REMANDED to the RO via the Appeals Management Center (AMC), in Washington, DC. VA will notify the appellant if further action is required. REMAND In the appellant's January 2011 substantive appeal, he requested a BVA hearing by live videoconference. The Veteran was never scheduled for the requested hearing, nor does it appear that he withdrew his hearing request. Inasmuch as videoconference hearings are scheduled by the RO, this case must be returned to the Manila RO to arrange for such a hearing. 38 U.S.C.A. § 7107 (West 2002); 38 C.F.R. §§ 19.75, 19.76, 20.703, 20.704 (2012). The case is REMANDED for the following action: The Veteran should be scheduled for a videoconference hearing before a member of the Board.
