Douglas, Counsel INTRODUCTION The appellant is a Veteran who served on active duty from September 1965 to September 1968. This matter comes before the Board of Veterans' Appeals (Board) on appeal from a June 2009 rating decision by the Philadelphia, Pennsylvania, Regional Office (RO) of the Department of Veterans Affairs (VA). The appeal is REMANDED to the RO via the Appeals Management Center in Washington, D.C. REMAND A review of the record reveals that in a December 2012 VA Form 9, Appeal to Board of Veterans' Appeals, the appellant expressed his desire to present testimony at a personal hearing before the Board via videoconference at a local VA office. A hearing on appeal before the Board will be granted if a claimant expresses a desire to appear in person. 38 C.F.R. § 20.700 (2012). Accordingly, the case is REMANDED for the following action: Schedule the Veteran for a hearing before a Veterans Law Judge via videoconference.
