The portion of the July 2018 Board decision which denied service connection for scarring of the glans penis with complications of urethral stenosis (claimed as penis deformity and urethra closure) is vacated. ORDER TO VACATE The Board of Veterans’ Appeals (Board) may vacate an appellate decision at any time upon request of the appellant or his or her representative, or on the Board’s own motion, when an appellant has been denied due process of law or when benefits were allowed based on false or fraudulent evidence. 38 U.S.C. § 7104(a); 38 C.F.R. § 20.904. The Veteran requested a Travel Board Hearing in his April 2016 VA Form 9. However, the Travel Board hearing was never conducted at any time prior to the Board’s decision in July 2018. The Veteran’s representative submitted a July 2018 Motion to Vacate.
